In a presidential decree, the management of the budget and the staff of the lower courts have been transferred from the Ministry of Justice to the Supreme Court. The constitution provides separation of powers and functions of the three branches of the state.
"We warmly welcome the decision. It is a positive step forward,” says Guleid Ahmed Jama, the chairperson of Human Rights Centre.
"In last two decades, the civil society has been calling the government to let the courts control and manage its budget. This is also important for the courts to make its priorities on the bases of its needs. The budget of the appeal and first instant courts have been under the control of the Ministry of the Justice, an executive department,” he added.

Hargeisa- Human rights organization welcomed recent presidential decision which gave the Supreme Court the power to manage the budget of the lower courts.
