He announced the next day a cabinet consisting of 32 ministers.
But key government positions are not filled. The director generals, heads of government agencies and commissions and governors are not yet appointed.
"Legally the president is not obliged to do such appoints,” says Guleid Ahmed Jama, a lawyer based in Somaliland who spoke to Somaliland Daily.
"But it became custom that the new president appoints direct generals and other senior government officials when he comes into power. So everyone is on hold, waiting what the president has to do. This cripples the day to day activities of the government,” he added.
